I personally control both Play Console accounts, so I can grant you full, time-boxed access and provide any verification codes or supporting documentation you might need.
The app is self-contained (no external services, SDK licences, or third-party APIs to worry about), so the only work here is to prepare and submit the official Google transfer request, adjust the listing or signing settings if required, and confirm that the package name, ratings, reviews, statistics, in-app products, and release track history arrive intact in the destination account.
Deliverables • Completed transfer request submitted and accepted by Google • Screenshot or screen-record confirmation of the app now visible in the new account dashboard • Short report of any setting changes made during the process, so I can keep records up to date
